Dr. Fauci is not elected and has controlled the NIH since 1984. In 1992, the NIH controlled more than 50% of all funding for health research and 85% of all funding for health studies in universities, and now in 2021 the NIH budget has quadrupled. They now have $40 billion amongst their 20,000 employees or $20 million per employee (including maintenance staff) per annum. In practice, they have a monopoly on health science. This may plausibly explain why Fauci is the central voice on the COVID response rather than panels of doctors from universities and hospitals.
Where does the NIH get their money for research? Congress & the president, who also enforce the vaccine based on the very same research. It's a tight-knit circle of people who control the whole game. This isn't terribly difficult to orchestrate as they are only 30 minute drive from each other.
